Background and Education
Dr. Faustine Engelbert Ndugulile, born on March 31, 1969, in Mbulu, Manyara, Tanzania, is a distinguished public health expert and seasoned politician. With a strong educational foundation, he holds a Doctor of Medicine (MD) and a Master of Medicine (MMED) from the University of Dar es Salaam, a Master of Public Health (MPH) from the University of Western Cape, South Africa, and a Bachelor of Laws (LL.B) from the Open University of Tanzania.
Professional Experience
A member of Parliament for Kigamboni since 2010, Dr. Ndugulile has held various leadership roles, including chairing the Parliamentary Committee on HIV/AIDS and Substance Abuse and serving as Vice-Chairman of the Parliamentary Committee on Social Services.
Dr. Ndugulile’s extensive career includes serving as Tanzania’s Minister for Communication and Information Technology, where he was instrumental in establishing the new ministry and expanding internet coverage across the country. As the Deputy Minister of Health, Community Development, Gender, Elderly, and Children, he played a critical role in expanding healthcare access by overseeing the construction of over 1,000 health facilities and reducing the need for medical treatment abroad through significant investments in medical infrastructure.
