Regulatory Authority Blacklists Three Companies

These companies were found to be owned by the same individuals and were manipulating the tender process by being shortlisted for the same projects, thus undermining fair competition.

The Public Procurement Regulatory Authority (PPRA) has officially blacklisted three companies for engaging in fraudulent and collusive activities.

The firms affected by this decision include Dacady Investment Co. Ltd, High Winds (T) Co. Ltd, and Deaver PVC Co. Ltd. This debarment, effective from May 21, 2024, to May 20, 2034, also extends to the companies’ directors, agents, and partners, prohibiting their participation in public procurement activities during this period.

PPRA Director General, Eliakim Maswi, announced the suspension, highlighting that the collusive practices involved Dacady Investment Co. Ltd and High Winds (T) Co. Ltd. These companies were found to be owned by the same individuals and were manipulating the tender process by being shortlisted for the same projects, thus undermining fair competition.

The debarment follows PPRA’s stringent review and monitoring processes designed to uphold integrity and transparency within Tanzania’s public procurement system. This decisive action demonstrates the authority’s commitment to curbing corruption and ensuring that public procurement processes are conducted fairly and transparently.

PPRA’s debarment guidelines stipulate that any company found to be in violation of procurement regulations faces severe consequences, including long-term bans and potential legal action. This measure aims to deter fraudulent activities and promote ethical practices among businesses involved in public tenders.

The authority’s recent activities also included training sessions on the National e-Procurement System of Tanzania (NeST), designed to enhance the efficiency and transparency of procurement processes. These initiatives are part of a broader strategy to improve public procurement standards across the country.
