Secretary General of the CCM, Dr. Emmanuel Nchimbi, has stated that the party cannot tolerate incidents of kidnapping and disruption of peace and will not accept them.
Dr. Nchimbi also urged opposition parties, including the Democratic Change Party (Chadema), to unite in condemning and rejecting these incidents. He dismissed online reports linking Chadema leaders to kidnappings and murders as baseless.
Furthermore, CCM condemned the kidnapping and murder of Chadema’s Secretary General, Ali Kibao. Kibao was abducted on September 6, 2024, by armed individuals at Kibo Complex, Tegeta, Dar es Salaam, while on a bus heading home to Tanga. His body was found the next day in Ununio, Dar es Salaam, showing signs of severe injury and chemical burns.
Dr. Nchimbi emphasized, “Anyone threatening civilian safety or engaging in kidnapping undermines CCM’s image.”
Addressing the press on Friday, September 13, 2024, at CCM’s Lumumba office in Dar es Salaam, Dr. Nchimbi acknowledged hearing Chadema Chairman Freeman Mbowe’s commitment to take action regarding the incident. He clarified that, despite his friendship with Mbowe, there is no indication that Mbowe was involved in the kidnapping.

Dr. Nchimbi also noted that he had recently met Mbowe at a farewell event for the former CEO of Mwananchi, Bakari Machumu, where Mbowe expressed his position on Kibao’s case. He affirmed that, based on his observation, neither Mbowe nor Chadema Secretary General John Mnyika was involved in the kidnapping.
“We are deeply angered by these events and demand a swift investigation,” Dr. Nchimbi concluded.
