Minister of Water Jumaa Aweso has directed the removal of Engineer Mali Misango, the Director of the Chato Urban Water Supply and Sanitation Authority (CHAWASSA).
This decision was prompted by Misango’s appearance in an alleged state of inebriation during an official meeting, coupled with longstanding complaints from employees under his leadership.
Speaking at a site visit for the $38 billion 28 Cities Water Project, Minister Aweso announced the leadership change to ensure the project’s close supervision and successful implementation. “There is no place for negligence, especially in crucial projects that affect people’s livelihoods,” Aweso stated. Misango’s removal reflects the Minister’s strict stance on accountability in water management.
Engineer Isaack Joseph Mgeni, previously serving as the Water Supply and Sanitation Manager at Geita Water Authority (GEUWASA), was appointed as the new Executive Director of CHAWASSA. Aweso made the appointment on September 9, 2024, during his visit to assess progress on the water project.

The decision follows earlier directives from Dr. Emmanuel Nchimbi, the Secretary General of the Democratic Change Party, calling for increased scrutiny of the 28 Cities Water Project to meet its ambitious goals and timelines. Minister Aweso reiterated his commitment to ensuring that public servants in the water sector meet their responsibilities, stressing that anyone found undermining the progress of key projects would face immediate action.
The Minister’s visit underscores the government’s broader effort to improve water services across Tanzania, addressing both infrastructure and management challenges. Aweso further emphasized that accountability and transparency are paramount in public service, warning that similar action would be taken against any other officials found in breach of their duties.
