The National Coordinator of the Human Rights Defenders Coalition (THRDC), Advocate Onesmo Olengurumwa, has emphasized the urgent need for a new constitution in Tanzania.
He argues that every Tanzanian, including those in power and members of the ruling party, the Chama cha Mapinduzi (CCM), recognizes this necessity.
Speaking at the headquarters of the Chadema party in Mikocheni, Dar es Salaam, Olengurumwa made his remarks during the handover of a civil society manifesto to the party. He stated that the demand for a new constitution transcends political affiliations, affecting all citizens who are eager for constitutional reform.
“Hakuna Mtanzania asiyehitaji Katiba mpya kwa sasa,” Olengurumwa asserted, translating to “There is no Tanzanian who does not need a new constitution at this time.” He urged leaders within the government and CCM to acknowledge that a new constitution is essential for building a better nation. “We must now utilize the draft by Judge Warioba, which traveled across the country to collect public opinions. There is no need to gather opinions again; let us proceed with that draft. Indeed, we need a new constitution,” he stated.
Olengurumwa’s call comes at a time when Tanzania is experiencing various socio-political challenges that many believe could be mitigated through constitutional reforms. He stressed that a comprehensive review and modernization of the constitution would help address pressing issues such as governance, human rights, and citizen participation in the democratic process.
The human rights advocate pointed out that Tanzania’s current constitution, adopted in 1977, is outdated and has not kept pace with the evolving needs of the populace. “A new constitution will pave the way for more transparent governance and accountability, which are crucial for the country’s development,” he noted.
In his address, Olengurumwa urged all citizens to mobilize and support the call for a new constitution, as it is a fundamental right that will ensure their voices are heard in the governance of the country. “This is not just a political issue; it is a matter of human rights and dignity. Every Tanzanian deserves to have a say in how they are governed,” he added.

Chadema leaders present at the event expressed their support for Olengurumwa’s call, highlighting that they are committed to advocating for constitutional change. The party has been vocal about the need for reforms and has been working to engage citizens in discussions around constitutional issues.
