The Tanzania Council of Apostles and Prophets (Bacct) has officially disassociated itself from Pastor Dominique Dibwe, widely known as Nabii Kiboko ya Wachawi, declaring that he is not one of their members.
The controversy surrounding Dibwe intensified following the government’s closure of his Christian Life Church in Buza Kwalulenga, Dar es Salaam. Bacct stated that their attempts to contact Dibwe after the shutdown were futile, as close associates informed them that he had left the country.
Dibwe, a Congolese national, had been operating his ministry in Buza’s Kidagaa Street before the church’s closure on July 25, 2024. The Ministry of Home Affairs, through the Office of the Registrar of Civil Societies, directed the church’s chairman and Dibwe to cease operations at the branch, citing activities that contravened Section 17 of the Societies Act, Chapter 337, as amended by the Miscellaneous Amendments Act No. 3 of 2019.
These violations led to the revocation of the church’s registration and its removal from the registry of civil societies. The specific nature of the violations remains undisclosed, but the shutdown marks a significant enforcement action by the authorities aimed at maintaining legal and ethical standards among religious institutions.

Dominique Dibwe, who earned the moniker ‘Kiboko ya Wachawi’ for his purported abilities to combat witchcraft, attracted numerous followers with his controversial methods and claims. However, the recent government action has cast a shadow over his ministry, prompting scrutiny and raising questions about his practices.
The Bacct’s distancing from Dibwe underscores the complexity and sensitivity surrounding religious leadership and the need for regulatory compliance. The council reiterated its commitment to upholding ethical standards and ensuring that all affiliated members adhere to the country’s laws and regulations.
