Tanzania is attracting strong interest from international investors in its cable transport sector, with at least five companies from France and Egypt, as well as several local investors, eager to take part in developing the industry.
The Land Transport Regulatory Authority (Latra) is currently finalizing the Cable Transport Regulations, 2024, which will provide a legal framework for investment and operations. The new regulations aim to ensure smooth implementation as Tanzania explores this innovative mode of transport.
Cable transport, also known as ropeway transport, uses motor-less vehicles that move along steel cables. This system is particularly useful in areas with difficult terrain, offering an efficient and environmentally friendly alternative for moving people and goods.
According to Latra’s Head of Communications, Salum Pazzy, two French companies and one Egyptian firm have already submitted proposals and are awaiting regulatory approval. He noted that the high level of interest from investors highlights the potential of cable transport to ease mobility challenges, boost connectivity, and contribute to economic growth.
Latra has been studying the feasibility of cable transport in six regions Mbeya, Iringa, Tanga, Morogoro, Arusha, and Kilimanjaro where the terrain makes traditional transport options challenging. This follows a directive from the then Works and Transport Minister, Prof. Makame Mbarawa, in June 2023, urging Latra to explore ways of attracting investors to the sector.

Alongside the cable transport regulations, other proposed legal frameworks currently under review include the Latra (Licensing of Railway Operators) Regulations, 2024, and the Transport Licensing (Exclusive Public Transport License) Regulation, 2024. These new laws are expected to create an organized and well-regulated transport system, benefiting both investors and the public.
Apart from foreign interest, several local companies have also expressed enthusiasm for the cable transport sector. Latra is actively engaging with these potential investors to ensure a smooth rollout of projects once the regulations are in place.
The introduction of cable transport is expected to transform Tanzania’s transport system, especially in regions where hilly or mountainous terrain makes conventional road and rail transport more difficult. With regulatory processes now in the final stages, Tanzania is positioning itself as a regional leader in this modern and sustainable transport solution.
