The President’s Office has directed regional commissioners to take proactive measures in addressing public issues without waiting for state intervention.
Mohamed Mchengerwa, the Minister of State in the President’s Office responsible for Regional Administration and Local Government, emphasized the importance of leadership and decision-making during the launch of the Regional and Local Governments Strengthening Programme (RLGSP).
Mchengerwa reminded the regional commissioners that President Samia Suluhu Hassan is allocating significant funds to support various socioeconomic sectors. He urged them to ensure these funds are used effectively to address local needs and challenges. The minister stressed the necessity for regional leaders to trust their judgment and take decisive actions, highlighting that waiting for directives from higher authorities could delay problem-solving efforts.
The new fiscal year has seen the government allocating a substantial budget of TZS 10.1 trillion for regional and local government expenditures, with a considerable portion earmarked for development projects. These projects include constructing and completing numerous health centers, schools, and other essential infrastructure across various regions
Among the key projects are the construction of 132 health centers, 289 dispensaries, and 21 hospitals. In the education sector, funds will support the building of 2,871 classrooms, 203 science labs for secondary schools, and 88 for primary schools. The development budget also covers the procurement of desks, tables, beds, and other essential equipment for schools

In addition to development projects, the ministry is focusing on maintaining and rehabilitating rural and urban road infrastructure, which has suffered due to heavy rainfall. The government plans to spend TZS 841.19 billion on road construction and maintenance. This includes funds from the Road Fund, General Government Fund, and revenue from fuel levies
Mchengerwa also highlighted the progress in carbon trading initiatives, which have generated significant revenue reinvested into local communities. By March 2024, carbon trading had yielded $12.63 million (about TZS 30 billion), benefiting farmers and supporting educational and health projects in various districts
