President Samia Suluhu Hassan has announced sweeping reforms in Tanzania’s railway sector aimed at dismantling monopolistic practices and providing greater opportunities for private operators.
Speaking at the ongoing National Business Council (TNBC) meeting at the State House in Dar es Salaam, President Samia highlighted the government’s commitment to fostering a competitive and efficient railway system under the R4 philosophy.
“Our government, guided by the R4 philosophy, has initiated significant reforms to eliminate monopoly in the railway sector operations. We have amended the railway law to allow private operators to use the infrastructure for providing transportation services,” President Samia declared.
The President emphasized that these changes are expected to improve the efficiency and reliability of railway services, benefiting the economy by reducing transportation costs and enhancing connectivity across the country. The reforms are part of a broader strategy to modernize Tanzania’s infrastructure and attract foreign investment.
The R4 philosophy, which stands for Reform, Rebuild, Renew, and Reposition, is at the core of President Samia’s administration. This approach aims to ensure that Tanzania’s economic policies and initiatives are forward-looking and inclusive, promoting sustainable development and technological advancement.

During the TNBC meeting, stakeholders from various sectors expressed their support for the reforms. They noted that the inclusion of private operators would likely lead to increased competition, innovation, and improved services. The private sector’s involvement is also expected to create more job opportunities and stimulate economic growth.
In addition to the railway sector reforms, President Samia’s administration has been actively working on other critical infrastructure projects. Earlier this year, the government launched a National Clean Cooking Energy Initiative, emphasizing the importance of sustainable and affordable energy solutions. This initiative is part of Tanzania’s broader efforts to combat climate change and promote environmental conservation.
Prime Minister Kassim Majaliwa, who also spoke at the TNBC meeting, reiterated the government’s commitment to supporting private sector growth. He highlighted that the government’s role would be to provide a conducive environment for businesses to thrive, including regulatory support and necessary infrastructure investments.
The new railway reforms are set to be implemented in phases, with initial steps focusing on regulatory adjustments and the establishment of a framework for private sector participation. The government has assured stakeholders that it will work closely with all relevant parties to ensure a smooth transition and address any challenges that may arise.
