Due to that outcry, The government has directed Civil Society Organizations involved with the community of persons with disabilities to enter the workforce to encourage these groups to initiate projects and register them, so that when the Office of the Prime Minister allows the disbursement of loans at a rate of 10 percent, after trials in 10 councils across the country, they will be given priority.
Speaking yesterday on the day of persons with special needs at the college, the Chairperson of that Community, Talky Mohamed, said that despite the efforts made by the college against this group, there are still issues that need urgent resolution to improve their learning environment further.

“For example, at MoCU, we have 15 students with hearing impairments but only one device was provided by the government. Similarly, we have 10 students with mobility impairments but we were given only three wheelchairs last year; and this year we were given two more, but we were not lucky enough to get wheelchairs,” he said.
The Vice-Chancellor of the college, Directorate of Student Services at MoCU, Dr. Elisifa Nnko, asked the Deputy Mayor of Moshi Municipality, Stuart Nathaniel, to see how he could advocate for the community of students with special needs by providing them with opportunities for various economic and sometimes educational opportunities.
“It’s our request as a community of people with special needs that you take this and wherever circumstances allow, please do not forget this gathering of MoCU, as we know it has a significant contribution to the community and the nation,” Dr. Nnko emphasized.
Responding to this request, Deputy Mayor Stuart informed these students with special needs that by March of this year, the Municipal Council had already allocated two percent of grant funds for loans for persons with disabilities, totaling more than 260 million shillings.
“These funds in our Municipal Council of Moshi mean twenty percent of all funds allocated for two percent loans. If you look for twenty percent there, you’ll see 260 million. When we are allowed to start distributing them, I urge you to come forward.
“This two percent for persons with special needs, I urge all institutions we are collaborating with including civil society organizations and clubs to come up with various activities that we can undertake.
… Maybe I should tell you that by March of this year, the Municipal Council of Moshi had more than 1.3 billion shillings of these funds, although the fund was temporarily suspended, the councils have continued to allocate and keep those funds.”
