The Minister for Lands, Housing, and Human Settlements Development, Deogratius Ndejembi, has urged the management and staff of the Ministry of Lands to eliminate bureaucracy and issue land titles promptly.
“Let’s remove bureaucracy. If someone has all the required documents, we should issue their titles. Remember, we are service providers to the citizens, and as an enabling ministry, titles should be issued on time, and ready titles should be communicated to the citizens to collect them,” said Minister Ndejembi.
Minister Ndejembi made these remarks on July 27, 2024, during a meeting with the management members of the ministry after being received at the Ministry’s Headquarters in the Government City of Mtumba in Dodoma.
He called upon the officials in the land sector to work professionally and manage the Information and Communication Technology (ICT) systems effectively to ensure that citizens receive their rightful entitlements in the land sector.
“I have not come to disrupt the ongoing work. I am here to reinforce it. Let us continue to work diligently and ensure that our ministry’s systems, from the district to the regional and ministry levels, function efficiently. It is crucial that we uphold citizens’ rights and that our systems function properly to deliver justice,” said Minister Ndejembi.
Moreover, he emphasized the continuation of Land Clinics, stating that the pace of these clinics must be increased since, at times, it becomes difficult for citizens to reach the assistant regional land commissioners.

Welcoming Minister Ndejembi to the meeting with the ministry’s management, Deputy Minister Geofrey Pinda stated that the ministry has offices in all councils across the country and assured him of their cooperation in executing his duties to serve the citizens in the land sector.
Earlier, the Permanent Secretary, Engineer Anthony Sanga, while welcoming the Minister of Lands to the ministry, outlined the structure of the ministry, detailing its departments and units, along with the institutions under the ministry.
In his directive, Minister Ndejembi stressed the importance of efficiency and transparency in the issuance of land titles. He noted that unnecessary delays and bureaucratic hurdles not only frustrate citizens but also hinder the development goals of the nation. He urged all employees within the ministry to adopt a service-oriented approach and to prioritize the needs of the public.
Furthermore, Minister Ndejembi highlighted the critical role of ICT in enhancing service delivery. He called for the effective use of technology to streamline operations and ensure that all processes related to land management are carried out swiftly and accurately. By doing so, he believes the ministry can significantly reduce the time taken to process and issue land titles, thereby improving public satisfaction and trust in the ministry’s operations.
