The Tanzanian government is pushing forward with key amendments to the Environmental Management Act, aiming to grant the National Environment Management Council (NEMC) full regulatory authority.
The move is part of a broader effort to enhance environmental governance and ensure stronger oversight in conservation efforts.
Addressing Parliament, Minister of State in the Vice President’s Office (Union and Environment), Engineer Hamad Yusuf Masauni, outlined the proposed changes, which also include drafting a Blue Economy Law and granting legal recognition to the National Carbon Monitoring Centre (NCMC). These amendments are expected to streamline environmental policies and support sustainable economic growth.
Speaking during discussions on the 2024 report by the Standing Committee on Water and Environment, Masauni reassured lawmakers that the government had taken their recommendations seriously and was already working to implement them.
“As we promised during committee sessions, I want to confirm before you, Mr. Speaker, that we are acting on all recommendations made by both Members of Parliament and the committee. We have prepared a detailed action plan, and so far, no proposal has been left unaddressed. We are making steady progress,” he stated.

The minister praised the committee’s contribution to policy reforms in the environmental sector, emphasizing the government’s commitment to making tangible improvements. He expressed confidence that the proposed amendments would be tabled in the next parliamentary session for further debate and eventual approval.
Presenting the report earlier, committee chairman and Kalenga MP Jackson Kiswaga highlighted that Parliament’s previous directive to provide training for local experts in conducting environmental impact assessments had already been fully implemented.
With these proposed legal reforms, Tanzania is taking a significant step towards strengthening environmental protections while aligning its policies with economic sustainability.
