Today, the High Court in Dar es Salaam will hear a crucial constitutional case filed by Kisesa MP Luhaga Mpina (CCM). The case, numbered 18383/2024, is set to begin at 2:00 PM under the guidance of Judge Anold Kirekiano.
Mpina’s lawsuit challenges decisions by the Minister of Agriculture and the Minister of Finance. Specifically, Mpina disputes the issuance of permits allowing companies without sugar mills to purchase sugar via the Sugar Board. He argues that this undermines regulatory standards and creates unfair competition within the sugar industry.
Furthermore, Mpina contests the Minister of Finance’s policy that permits the Commissioner of the Revenue Authority to allow voucher companies to import sugar without paying the requisite taxes. This policy has reportedly led to a loss of over 1.5 billion shillings in government revenue.

The MP also criticizes the tax exemptions provided to sugar companies that agreed to import sugar, further complicating the issue. The case includes several respondents, such as the Sugar Board, Itel East Africa Limited, Zenį General Merchandize, and the Attorney General, each of whom will present their defense in court.
