The ruling Chama Cha Mapinduzi (CCM) has expelled Reverend Godfrey Malisa from the party, accusing him of breaching its constitution and ethical guidelines.
His removal follows his outspoken criticism of resolutions passed during CCM’s National Congress on January 19, 2025.
During the Congress, party delegates officially endorsed President Samia Suluhu Hassan and President Hussein Ali Hassan Mwinyi as CCM’s candidates for the upcoming Union and Zanzibar presidential elections. However, Malisa publicly opposed the decision, arguing that the endorsement process was unconstitutional.
Announcing the decision on Monday, February 10, CCM Kilimanjaro Regional Secretary, Merce Mollel, said the party’s Regional Executive Committee made the ruling during a meeting held earlier that day.
“Today, we convened the CCM Regional Executive Committee in Kilimanjaro, and among the key issues discussed, we decided to expel Dr. Godfrey Malisa from the party,” Mollel stated.
He explained that Malisa’s remarks violated the party’s ethical standards, particularly by challenging decisions made at the National Congress.
“After the Congress, Malisa continued making statements that undermined party unity and cohesion. He even claimed that the meeting itself went against the CCM constitution,” Mollel added.

According to him, Section 6, Subsection 3 of CCM’s ethical guidelines clearly outlines the behavior expected of party members, and Malisa’s actions rendered him unfit to remain within the party.
Reverend Malisa is no stranger to political controversy. His involvement in Tanzania’s political landscape dates back years. In 2010, he ran for the Moshi Urban parliamentary seat under the Tanzania Labour Party (TLP) but was unsuccessful. In 2015, he declared his intention to run for the presidency as an independent candidate, voicing concerns about the country’s leadership and resource management.
CCM’s internal discipline is known to be strict. In 2017, the party expelled 12 members, including former minister Sophia Simba, for actions that were deemed contrary to its principles. Malisa’s expulsion now adds to the list of those who have fallen out with the ruling party over ideological differences.
