ACT Wazalendo has reshuffled its shadow Cabinet, appointing three new ministers to oversee constitutional and legal affairs, lands and housing, and agriculture, livestock and fisheries.
The changes were announced on Thursday, September 24, 2026, by party leader Dorothy Manka Semu following consultations with Shadow Prime Minister Isihaka Mchinjita.
According to a statement issued by ACT Wazalendo Chief Secretary Idrisa Kweweta, Emmanuel Lazarus Mvula has been appointed Shadow Minister for Constitutional and Legal Affairs.
Mvula, an advocate of the High Court of Tanzania, has previously served in the party’s shadow Cabinet. He was Shadow Minister for Finance before later taking charge of the Lands, Housing and Human Settlements Development portfolio between 2022 and 2025.
The party has also appointed Hussein H. Kalyango as Shadow Minister for Lands, Housing and Human Settlements Development.

Kalyango previously served as Deputy Shadow Minister for Defence, Home Affairs and Citizen Security. Between 2025 and 2026, he served as Deputy Shadow Minister for Public Service and Good Governance.
Meanwhile, Dickson Modestus Kilufi has been appointed Shadow Minister for Agriculture, Livestock and Fisheries.
The latest reshuffle places the three officials in charge of portfolios covering major areas of public policy, including constitutional and legal matters, land administration, housing, agriculture, livestock and fisheries.
ACT Wazalendo’s shadow Cabinet is designed to provide an opposition mechanism for monitoring government performance and policies across various sectors. Its members are expected to scrutinise government decisions, raise concerns over policy implementation and present alternative policy proposals.
The latest appointments come as the opposition party continues to organise its policy and oversight structures ahead of the next phase of Tanzania’s political and parliamentary activities.
