Zanzibar President Dr. Hussein Ali Mwinyi has announced the enactment of the Personal Data Protection Act.
Speaking at an event commemorating African Anti-corruption Day at Nyamanzi Unguja, President Mwinyi emphasized that this new legislation aims to enhance trust, personal security, and accountability in the fight against graft.
Previously, the Zanzibar Anticorruption and Economic Crimes Authority (ZAECA) operated under outdated laws. Recognizing the imperative for reform, the government undertook a comprehensive review of ZAECA’s legal framework to fortify its capabilities in combating corruption effectively.
One of the pivotal changes introduced by the new legislation is Section 98, which establishes robust guidelines to safeguard the privacy of individuals providing crucial information on corruption to the authorities. President Mwinyi underscored that these measures are crucial in encouraging whistleblowers by ensuring their protection and facilitating avenues for compensation.
“The enactment of the Personal Data Protection Act marks a significant milestone in our ongoing efforts to strengthen governance and transparency,” stated President Mwinyi. He further highlighted that in addition to ZAECA, other institutions governed by complementary laws are empowered to shield whistleblowers, thereby enabling them to contribute effectively to combating corruption.

The reform efforts reflect Zanzibar’s commitment to aligning its governance frameworks with international standards, promoting integrity, and reinforcing public trust in government institutions.
