The Minister of Culture, Arts, and Sports, Dr. Damas Ndumbaro, has taken decisive action against popular TikTok personality, Seif Kisauji, known widely as “Babu wa TikTok.” The Minister announced an increase in the fine imposed on Kisauji from TZS 3 million to TZS 5 million following a public appeal by the artist.
The decision was made after Kisauji admitted to disseminating content online that was found to be in violation of established ethical standards.
This action comes after Kisauji was originally sanctioned by the National Arts Council (BASATA) with a six-month suspension from all artistic activities and a fine of TZS 3 million. The suspension was in response to his online distribution of video content deemed inappropriate and contrary to societal norms. Kisauji appealed this decision, seeking a reduction in the penalties.
During the appeal hearing in Dodoma, Minister Ndumbaro chose to lift the six-month suspension but opted to increase the financial penalty, emphasizing the importance of upholding moral and ethical standards within the arts sector. “The BASATA law, amended in 2019, grants the Minister the authority to hear appeals and render decisions.

After thorough consultation with Deputy Minister Hamis Mwinjuma, I have decided to rescind the suspension but increase the fine to TZS 5 million. It is crucial for artists to maintain ethical standards in their work,” stated Dr. Ndumbaro.
Deputy Minister Hamis Mwinjuma also addressed Kisauji, urging him to return to the type of artistic expression that initially garnered him public acclaim. He stressed that artists like Kisauji, who have a significant following, bear the responsibility of producing content that educates and entertains without undermining the country’s cultural values.
