Tanzania’s Rural and Urban Roads Agency Chief Executive, Engineer Victor Seff, directed regional managers nationwide to allocate funds specifically for the maintenance of streetlights.
Seff issued this directive during a working session with the agency’s staff in the Mtwara Region, emphasizing the importance of well-lit and safe roads for public use, especially during nighttime hours.
Engineer Seff underscored that streetlight repairs are essential for safe and accessible roads. He advised all regional managers to integrate streetlight repair budgets into their annual financial plans to ensure timely restoration whenever lights are damaged. “A well-lit road network is fundamental to road safety, supporting both daily commuting and nighttime economic activities,” Seff noted, adding that road lighting significantly boosts pedestrian and vehicular safety by reducing accident risks after dark.
In addition to prioritizing streetlight repairs, Engineer Seff highlighted the need for consistent road maintenance in high-traffic zones, specifically the areas around the Export Processing Zone Authority (EPZA). He directed the Mtwara regional team to ensure that roadside vegetation is trimmed regularly to preserve road surfaces. This, Seff stated, is critical for extending the lifespan of roads, many of which are essential for supporting economic transport and local movement.
Following Seff’s address, the Mtwara Regional Manager, Engineer Zuena Mvungi, assured him that the regional team is committed to incorporating these priorities into their maintenance strategies. Mvungi confirmed that the region would allocate funds for streetlight repairs within the next fiscal cycle, ensuring that the community can continue to rely on safe, illuminated roads throughout the night. Additionally, she emphasized her team’s dedication to routine roadside clearing and other essential maintenance activities, particularly in areas of economic significance.
The agency’s initiatives under Seff’s leadership reflect Tanzania’s dedication to maintaining essential infrastructure as a pillar of national development. By prioritizing maintenance, Seff aims to reduce long-term costs associated with major repairs while enhancing road safety and usability.

This proactive stance toward infrastructure upkeep is crucial to sustaining Tanzania’s economic growth and community well-being, as safe and accessible roads support not only travel but also local commerce and public security.
Seff’s directive further indicates a holistic approach to public infrastructure in Tanzania, underscoring that proper maintenance goes hand-in-hand with quality construction. With an emphasis on integrating these practices into annual budgets, the agency aims to uphold standards that enhance the quality of life for all citizens and strengthen the country’s transportation network in a sustainable, efficient manner.
