The Tanganyika Law Society (TLS), Tanzania’s foremost bar association, has urgently appealed to President Samia Suluhu Hassan for the establishment of a special commission to investigate alleged police misconduct involving abductions and torture.
This appeal follows escalating public concern and documented incidents that have ignited national outrage.
In a statement issued on August 9, 2024, TLS voiced grave concerns over increasing reports of arbitrary arrests, abductions, and torture by individuals claiming to be police officers.
The statement, authored by TLS President Boniface Mwabukusi, condemned these actions and criticized the lack of accountability within the police force. Mwabukusi pointed out that, despite police denials, evidence has frequently emerged confirming the authenticity of these allegations, contributing to a climate of fear and insecurity.
The TLS highlighted a troubling case involving Kombo Mbwana, a resident of Handeni, Tanga, who was reportedly abducted from his home by individuals claiming to be police officers on June 15, 2024. Initially, the police denied any involvement but later admitted to detaining him for nearly a month without public notification, further intensifying fears about the misuse of power by law enforcement.

In response to these incidents, TLS has recommended the creation of a permanent oversight body to monitor the activities of state security organs, ensuring they operate within legal and constitutional boundaries. The association also urged the police to improve professionalism and adhere strictly to legal guidelines, aiming to restore public trust in their role as protectors of citizens.
This appeal aligns with President Samia Suluhu Hassan’s administration’s broader efforts to address issues within Tanzania’s criminal justice system. In 2023, President Samia inaugurated a commission to investigate the performance of state organs, including the police, as part of her broader justice reform agenda. This commission was tasked with examining systemic failures and making recommendations to ensure justice and fairness for all Tanzanians, especially those marginalized by the current system.
