The Tanzanian government has allocated a total of Sh26.87 billion between 2021 and 2026 to empower people with disabilities, the Minister of State in the Prime Minister’s Office responsible for Labour, Employment and Relations, Deus Sangu, has said.
Sangu made the statement in Parliament on Monday, August 31, 2026, while responding to a question from Special Seats Member of Parliament Yumna Mmanga Omar, who wanted to know what specific strategies the government has put in place to nurture talents and skills among young people with disabilities in order to increase their employment opportunities and participation in the economy.
The minister said the government has established a National Strategy for the Promotion and Development of Talent and Skills among Youth, guided by the National Youth Development Policy of 2007, as revised in 2024.

He said the government is also implementing measures under Tanzania’s National Development Vision 2050 to promote inclusive education and the inclusion of young people with disabilities in education, vocational training, employment and economic activities.
“Disability should not be a barrier to a person using their talent and abilities,” Sangu said.
He added that the government has continued to set aside 10 percent of local government authorities’ collections to provide loans to special groups, with two percent specifically allocated to people with disabilities.
“Between 2021 and 2026, a total of Sh26,870,387,362.96 was provided to empower people with disabilities,” Sangu said.
The government says the funding and broader inclusion strategies are intended to strengthen opportunities for people with disabilities, particularly young people, to develop their skills, secure employment and participate more effectively in Tanzania’s economic activities.
