President Samia Suluhu Hassan has issued a directive for the immediate restoration of crucial social services, including education and healthcare, in Ngorongoro, where these services had previously been halted.
This announcement was made on Friday, August 23, 2024, by the Minister of State in the Prime Minister’s Office (Policy, Parliament, and Coordination), William Lukuvi, during a public gathering with residents from 11 wards in Ngorongoro Division.
The President’s order comes in response to growing discontent among the local Maasai community, who had been protesting for five consecutive days, seeking resolution to their long-standing grievances. Speaking to the gathered residents, Lukuvi emphasized that President Samia is committed to ensuring that the rights and needs of Ngorongoro’s residents are prioritized and met without further delay. The return of these services is seen as essential for improving the living conditions of the Maasai community, who have been adversely affected by the disruptions.
In addition, President Samia has instructed that future elections in the Ngorongoro Division be conducted using the previous administrative boundaries, aligning the process with other regions across the country and ensuring fairness for the residents.

For years, the people of Ngorongoro have voiced their concerns over the lack of basic services, particularly in education and healthcare, which are critical for the well-being of any community. The President’s recent orders demonstrate the government’s resolve to address these concerns and rectify previous oversights.
While the directive has been largely welcomed by the Maasai community, opinions vary regarding its broader implications. Some political analysts suggest that this move could be part of President Samia’s strategy to strengthen her support base ahead of the 2025 general elections, particularly in regions experiencing growing dissatisfaction. Others view it as a sincere effort to address past injustices and foster greater inclusivity within the government’s development agenda.
The government is expected to take additional measures to ensure that the upcoming elections in Ngorongoro are conducted smoothly, addressing any logistical and administrative challenges that might arise due to the reinstatement of the old boundaries.
