Kenya Introduces Air Ticket Levy for Travelers

Analysts note that a stronger airline industry, combined with targeted government funding, could stimulate tourism, create jobs, and enhance infrastructure development.
October 28, 2025

Kenya has introduced a new air ticket levy for both domestic and international flights, following the signing of the Air Passenger Service Charge (Amendment) Bill by President William Ruto.

Under the new regulation, travelers will pay KSh 600 for domestic journeys and KSh 6,500 (approximately $50) for international flights.

The revenue collected from the levy is expected to bolster several key institutions, including the Kenya Airports Authority, the Tourism Fund, and the Kenya Meteorological Department. The government says the funds will enhance operational efficiency, safety, and overall service delivery in both the aviation and tourism sectors, aiming to improve the travel experience for passengers and boost Kenya’s standing as a regional aviation hub.

The introduction of the levy coincides with a notable recovery in the country’s aviation industry. Kenya Airways, the national carrier, reported a profit in 2024 after more than a decade of losses—a development widely seen as a positive indicator for the broader aviation sector.

Analysts note that a stronger airline industry, combined with targeted government funding, could stimulate tourism, create jobs, and enhance infrastructure development.

Industry stakeholders have welcomed the measure as a step toward sustainable growth but have urged clear communication to travelers regarding the new fees. Some experts caution that careful implementation will be critical to avoid deterring passengers or affecting ticket affordability.

The government maintains that the levy is not intended to burden travelers but to ensure that Kenya’s aviation and tourism infrastructure can meet growing demand, comply with international standards, and remain competitive in a fast-evolving regional and global travel market.
