President Samia Suluhu Hassan, has made several leadership changes, including the appointment of new leaders and the transfer of others. Among those appointed is Mr. Milton Mailos Lupa, who was appointed as the Executive Director of the Kilolo District Council. However, this appointment comes with great sadness, as Mr. Lupa passed away on June 4, 2024, before his appointment was announced.
Mr. Lupa’s appointment was made due to his vast experience in public service and his significant contributions to community development. Before his death, Mr. Lupa had been serving effectively in various leadership positions within the government. In addition to Mr. Lupa’s appointment, other appointments and transfers have been made across various government sectors. Hon. Stanslaus Haroon Nyongo has been appointed as the Deputy Minister of State in the President’s Office for Planning and Investment. Ms. Felister Peter Mdemu has been appointed as the Deputy Permanent Secretary in the Ministry of Community Development, Gender, Women, and Special Groups, responsible for Gender and Women Affairs. Mr. Amon Anastaz Mpanju has been appointed as the Deputy Permanent Secretary in the same ministry, handling Community Development and Special Groups Affairs.

Additionally, Ms. Zuhura Yunus Abdallah has been appointed as the Deputy Permanent Secretary in the Prime Minister’s Office (Labor, Youth, Employment, and People with Disabilities). Prior to this appointment, Ms. Abdallah was the Director of Communications at the State House.
These changes also affect district commissioners and district executive secretaries. Mr. Petro Magoti Itozya has been appointed as the District Commissioner of Kisarawe, replacing Ms. Fatma Almas Nyangasa, who has been transferred to Kondoa District. Dr. Hamis Athumani Mkanachi has been transferred from Kondoa District to become the District Commissioner of Urambo.
Regarding the transfer of district executive directors, Ms. Upendo Erick Mangali has been transferred from Babati Town Council to become the Executive Director of Sumbawanga Municipal Council. Mr. Kisena Magena Mabuba has been transferred from Shinyanga District Council to become the Executive Director of Kigoma Municipal Council.
Alongside the various appointments, the appointment of Mr. Milton Mailos Lupa, which came posthumously, raises questions and sorrow among many. This incident underscores the significant void his passing has left in public service and in efforts towards community development.
