Deputy Prime Minister Dk. Dotto Biteko Orders Livestock Grazing Control to Prevent Land Conflicts Deputy Prime Minister Dk. Dotto Biteko has directed the Ministry of Livestock and Fisheries to collaborate with regional commissioners to regulate livestock grazing in farming areas. This directive aims to maintain peace and ensure sustainable land use.
During the inauguration of the Farmers’ Exhibition, popularly known as Nanenane, in the Southern Highlands Zone at the John Mwakangale Grounds in Mbeya, Dk. Biteko emphasized the importance of proper land use planning. He urged government officials to work together to educate farmers and herders on modern practices to increase productivity and reduce conflicts.
“Proper land use will help eliminate conflicts between humans and wild animals, especially in areas near national parks,” Dk. Biteko stated. He further instructed officials to teach herders about pasture management and the construction of water reservoirs in grazing areas to enhance productivity.

Dk. Biteko also called on farmers, herders, and fishermen to follow expert advice on the correct use of pesticides and chemicals to avoid harmful effects on humans, other living organisms, and the environment.
Moreover, the Deputy Prime Minister urged regional and district commissioners to protect designated agricultural research areas to boost seed production and reduce reliance on imported seeds. “Land officers should not survey these areas for settlement; we will risk becoming dependent on seeds and pesticides from nations that protect their research areas. Guard these areas zealously,” he instructed.
Deputy Minister of Agriculture David Silinde highlighted the government’s significant investment in the agricultural sector, which employs over 70% of Tanzanians and provides essential raw materials for industries. He noted that the agricultural budget has increased from TZS 294 billion in the 2022/23 financial year to TZS 1.2 trillion this year, resulting in the sector’s growth rate rising from 2.7% to 4.2% and achieving a 130% food self-sufficiency rate.
Silinde also announced ongoing improvements to exhibition grounds in various zones to enhance their effectiveness, starting with the Dodoma grounds, followed by others. “Following the President’s directive, we will begin upgrading the John Mwakangale Grounds after this exhibition. A contractor is ready to start work,” he confirmed.
Speaker of Parliament Dr. Tulia Ackson praised the government’s subsidies for fertilizers and other agricultural inputs, which have increased their use among farmers and boosted production. She also highlighted the government’s efforts to create a favorable environment for investors in agricultural input industries, further improving their availability in the country.
Mbeya Regional Commissioner Juma Homera, speaking on behalf of the Southern Highlands regional commissioners, noted that the region leads in food production, serving as the nation’s food basket.
