Lengo kuu la ziara hiyo ni kuimarisha msingi wa Chama, kujenga uhusiano na tawi la chama katika mikoa hiyo, na kubadilishana uzoefu na kuimarisha chama.

Aidha, Makalla ameeleza malengo mengine matatu ya ziara hiyo. Lengo la pili ni kuandaa maandalizi ya uchaguzi wa serikali za mitaa na uchaguzi mkuu wa mwaka ujao. Wananchi wanaamini katika Chama cha Mapinduzi na watafika katika ofisi za CCM kutoa maoni yao na kutafuta ufumbuzi wa kero zao. Makalla ameahidi kwamba watajitahidi kutatua kero hizo, na siyo tu katika mikoa sita ya ziara yao, bali pia katika maeneo mengine ya nchi.
Makalla ameongeza kuwa kazi hizi nne zinawapa imani kuwa CCM itapata ushindi mkubwa. Ameeleza kuwa CCM inaamini kuwa kupitia utendaji wake na serikali ya chama hicho, wananchi wana imani ya kushindwa, na Tume ya Uchaguzi ipo kuhakikisha ushindi unapatikana kwa haki. Amewaomba wananchi kujitokeza kwa wingi na kuahidi kuwa CCM itawaletea wagombea bora kuanzia ngazi ya serikali za mitaa hadi uchaguzi mkuu.
