Former Tanzanian Leader Cleopa Msuya Dies at 94

Tanzania is mourning the passing of Cleopa David Msuya, a respected statesman and two-time Prime Minister, who died Wednesday morning at the age of 94 while undergoing treatment in Dar es Salaam.

President Samia Suluhu Hassan announced his death, saying Msuya had been receiving long-term care for a heart condition at Mzena Hospital, with previous treatment both locally and abroad—including at the Jakaya Kikwete Cardiac Institute and medical facilities in London.

Born in 1931 in the Kilimanjaro Region, Msuya played a key role in shaping modern Tanzania. A graduate of Makerere University, he began his career in public service before Tanzania gained independence, working in community development from 1956.

He later became one of the most enduring figures in Tanzanian politics, serving as the country’s Prime Minister twice—first from 1980 to 1983 and again from 1994 to 1995. During the second term, he also held the position of Vice President.

Throughout his decades in public office, Msuya was known for his calm demeanor and technocratic leadership. He held several ministerial portfolios, including a long stint as Minister of Finance during the transformative years of the 1970s and 1980s, and was pivotal in steering Tanzania through challenging economic times.

Even after retiring from active politics in 2000, Msuya remained engaged in development projects. One of his most noted contributions in later life was championing the Same–Mwanga–Korwa water project, designed to improve water supply in northern Tanzania.

President Samia praised Msuya as a patriot whose wisdom and dedication to national service would be remembered for generations. Funeral arrangements and official commemorations are expected to be announced by the government soon.

Msuya’s legacy continues to resonate through Tanzania’s institutions and policy framework. His long-standing commitment to public service, fiscal responsibility, and development leaves a profound mark on the nation’s post-independence history.
