The technical committees of the African Postal Union (PAPU) Council of Administration continued their deliberations on the third day in Arusha, where Tanzania has put forward its various proposals, including advocating for a high-level representative position within the Union’s leadership.
The proposal, presented by Tanzanian representatives, stems from the obligation for the host country to contribute 50% of PAPU’s operational budget at the beginning of each fiscal year, in case member states fail to contribute in a timely manner. These funds are later reimbursed.
The suggestion was made on June 5, 2024, by Tanzania’s representatives in the Finance and Administration Committee during the Meetings of Postal Experts involving delegates from 46 PAPU member countries.
Furthermore, the delegates emphasized their desire to secure this position to ensure effective management of the funds provided, which Tanzania has consistently contributed as the host country. They also aim to oversee the full reimbursement of construction costs paid by Tanzania, exceeding their ownership share of 40%.

In terms of the Strategy Committee, members acknowledged Tanzania’s significant contribution to the construction of the PAPU building in Arusha, where the 42nd Council of the African Postal Union is being held this year.
This committee has resolved to establish a Task Force within the Strategy Committee to address Expansion and Engagement of Postal Service Providers, with Tanzania volunteering to participate alongside Botswana, Burkina Faso, Cameroon, DRC, Ivory Coast, Kenya, Egypt, Namibia, Niger, and Uganda.
Additionally, the members discussed matters concerning union revenues and expenditures, projects, employment and benefits for local staff, membership fee contributions, and the four-year Strategic Plan for the postal sector in Africa to continue providing quality services to citizens.
The discussions underscore Tanzania’s proactive role within PAPU and its commitment to advancing postal services across the continent.
