Kenyan President William Ruto, has emphasized that the ongoing protests against the 2024 Finance Bill are a democratic right of all Kenyans.
The President reassured the public that these demonstrations would not hinder the decision-making process of the government institutions involved.
Ruto’s remarks came amidst significant civil unrest, with protests erupting against the new tax measures proposed in the bill. The President highlighted that while civil society groups and citizens are free to protest, the ultimate decisions on such matters would be made through established government processes. He stressed the importance of democracy and the right of citizens to express their views.
“We in the Executive make decisions, we take them to Parliament, where public participation occurs, and others challenge them in court,” Ruto stated. “This is how democracy functions, and I am a firm believer in it. I will ensure Kenya continues to uphold strong democratic values where everyone can voice their opinions and together, we help steer the country in the direction we desire.”

The statement came on the heels of violent clashes between protesters and police in Nairobi’s Central Business District. Police resorted to tear gas to disperse the crowds, leading to injuries among some demonstrators. Despite this, protesters have vowed to return to the streets, continuing their opposition to the bill which they argue imposes undue financial burdens on the populace.
The Finance Bill 2024, recently signed into law by President Ruto, has faced widespread criticism for its tax provisions, which many Kenyans feel are punitive. Critics argue that the bill disproportionately affects the lower and middle classes by increasing taxes on essential goods and services. The opposition, led by figures such as Raila Odinga, has called for mass action and public rallies to demand the bill’s repeal or amendment
Ruto defended the bill, stating that it is essential for funding the government’s ambitious development agenda. He assured that the different arms of government—the Executive, the Legislature, and the Judiciary—will work collaboratively to find solutions and move the country forward. He urged all parties to respect the democratic process and work within the law to address their grievances.
In addition to addressing the protests, President Ruto highlighted the need for institutional reforms and the importance of maintaining democratic principles. He reiterated his administration’s commitment to dialogue and cooperation with all stakeholders to ensure the country’s stability and progress.
As tensions continue to simmer, the Kenyan government faces the challenge of balancing economic reform with public sentiment, ensuring that the democratic process is upheld while addressing the concerns of its citizens
