Employees of Tanzania’s Petroleum Bulk Procurement Agency (PBPA) have received training on the rights and responsibilities of public servants, in an initiative aimed at strengthening workplace discipline, accountability and efficiency in the execution of their duties.

The training was delivered by Robert Lwanji from the President’s Office, Public Service Commission, during an ongoing legal compliance inspection at the agency.

The programme seeks to improve employees’ understanding of the laws, regulations and procedures governing public service, while emphasising the importance of adhering to established standards of professional conduct and institutional accountability.

During the session, Lwanji outlined several rights enjoyed by public servants, including access to leave, professional training, promotion when they meet the required criteria, medical services and retirement benefits in accordance with applicable laws and public service regulations.

He explained that understanding these rights is essential for maintaining a fair and professional working environment, while stressing that employees must also fulfil their responsibilities to their institutions and the public.

Lwanji urged staff to observe workplace rules and procedures, report to work on time, perform their duties diligently and demonstrate integrity in all professional engagements. He also emphasised the importance of protecting government and institutional resources from misuse, waste and negligence.

He further reminded employees that public service requires impartiality and professionalism when dealing with stakeholders, noting that all individuals seeking services should be treated fairly and without discrimination.

The training also highlighted the importance of safeguarding confidential government information, pursuing continuous professional development, respecting supervisors and colleagues, and maintaining positive working relationships.

Lwanji warned that failure to comply with public service laws, regulations and established procedures could result in disciplinary action in accordance with the applicable legal framework.

The emphasis on discipline and accountability is particularly important for public institutions responsible for managing public resources and providing services that support the country’s economic activities.

PBPA plays a central role in Tanzania’s petroleum supply chain through the bulk procurement system, which is designed to coordinate fuel imports and support the reliable supply of petroleum products to the domestic market. Its operations are important to sectors such as transport, manufacturing, agriculture and commerce, which depend on consistent fuel availability.

Effective institutional management, transparent procedures and professional conduct are therefore important in supporting the agency’s responsibilities and maintaining confidence among stakeholders.

Legal compliance inspections also provide public institutions with an opportunity to assess whether their operations and employment practices conform to relevant laws and regulations. Such reviews can help identify areas requiring improvement, strengthen internal controls and encourage consistent application of public service standards.

The training is expected to give PBPA employees a broader understanding of the relationship between their employment rights and professional obligations, while encouraging responsible conduct and improved performance.

By strengthening awareness of public service regulations, the initiative is intended to contribute to a workplace culture built on integrity, transparency, accountability and respect for established procedures.

The effort forms part of the broader importance of ensuring that public servants understand both the protections available to them and the standards expected of them in delivering effective services to citizens and other stakeholders.
