CCM Unveils Visionary 2025–2030 Development Agenda

The party plans to embrace modern construction technologies, work with the private sector, and focus on city cleanliness, planning, and sanitation.

The Chama Cha Mapinduzi (CCM), Tanzania’s ruling political party, has released its 2025–2030 manifesto, outlining bold strategies to transform the country’s economy, urban infrastructure, and public services through innovation, investment, and inclusive growth.

At the heart of this vision is a plan to establish a smart city in Fumba, located in Zanzibar, aimed at making the island a technology hub in East Africa. The proposed Smart City will host digital service providers, tech startups, and innovative projects, providing new job opportunities and boosting the island’s investment potential in the ICT sector.

Another central focus of the manifesto is solving the housing crisis for essential public service workers. The party proposes the development of affordable housing for teachers, doctors, police officers, nurses, and judicial staff. The aim is to ensure these professionals can access dignified and secure homes before retirement.

In terms of national infrastructure, CCM has proposed the creation of a National Water Grid to tackle water scarcity across the country. This large-scale project will harness water from Lake Victoria, Lake Tanganyika, and Lake Nyasa to supply clean water for domestic, agricultural, and livestock use. A key component includes a water pipeline from Lake Victoria to Dodoma, passing through Singida, with parallel lines for drinking water and irrigation.

On employment, particularly for youth, the party pledges to create at least 350,000 jobs in Zanzibar alone, focusing on both the formal and informal sectors. This effort aligns with national efforts to reduce youth unemployment. Furthermore, CCM proposes a new policy that will allow university students to gain hands-on experience by working in public institutions during their free time, providing early exposure to the job market and enhancing their practical skills.

Urban modernization is another priority. The party plans to embrace modern construction technologies, work with the private sector, and focus on city cleanliness, planning, and sanitation. The goal is to create attractive, efficient, and sustainable cities across Tanzania.

Recognizing the growing influence of the creative economy, the manifesto also proposes a modern film production studio and a national entertainment complex in Dodoma. These facilities are expected to support local artists, encourage cultural exports, and promote intellectual property rights protection for content creators.

In a significant nod to the country’s heritage, the party plans to establish a National Arts House in the capital. This museum and performance venue will preserve and showcase Tanzania’s cultural history and support tourism development, especially in areas related to the African liberation movement.

The 2025–2030 CCM manifesto paints a picture of a digitally connected, economically vibrant, and socially inclusive Tanzania. While critics may question the feasibility of such expansive plans, the party insists its proposals are grounded in the realities of a fast-changing global landscape and Tanzania’s growing ambition to lead within the East African Community.
