ACT Wazalendo National Chairman Othman Masoud Othman has said the party would propose its Zanzibar Deputy Chairman, Ismail Jussa Ladhu, for the position of Speaker of the Zanzibar House of Representatives if ACT Wazalendo takes power.
Othman made the remarks on August 25, 2026, during a meeting with party leaders and members at the Alternative Education Hall in South Unguja District.
He said ACT Wazalendo aims to govern Zanzibar based on strong principles and therefore needs competent and principled leaders in key positions.
“If we take power, our party wants to govern the country based on the best principles, and the people entrusted with leadership must also be the best,” Othman said.
Othman, a former First Vice President of the Government of National Unity of Zanzibar, said that although Jussa had previously expressed a preference to focus on party activities rather than hold a government position, ACT Wazalendo would appoint him as Speaker if it assumes power.
“The House needs a strong person like Ismail Jussa, who will lead it based on the highest standards of integrity,” he said.

Othman also said patriotism was the driving force behind the agreement reached between ACT Wazalendo and CCM to address Zanzibar’s political challenges.
According to him, the seven agreements signed between the two parties could help Zanzibar make significant economic and development progress. He urged citizens not to fear delays in their implementation, insisting that the agreements would be carried out according to the agreed timetable.
“Our objective is to straighten the country where it has gone wrong so that it can be governed based on justice,” Othman said.
Meanwhile, Jussa called on ACT Wazalendo leaders in South Unguja to prepare for the construction of modern party offices and strengthen the party’s operational systems.
He said strengthening the party should go beyond constructing buildings and include improving internal meetings and activities in accordance with the party’s constitution and established procedures.
“Beyond buildings, we must strengthen this party. Party meetings must be conducted in accordance with the constitution and the procedures we have established for ourselves,” Jussa said.
He also urged party leaders and members to begin preparations for future elections, saying the end of one election should mark the beginning of preparations for the next.
Former ACT Wazalendo Chairman Babu Juma Duni Haji expressed confidence that the agreements between ACT Wazalendo and CCM would be implemented, citing public assurances made by Zanzibar’s President.
The meeting was attended by several party leaders, including members of the Zanzibar House of Representatives, regional leaders and members of ACT Wazalendo’s national and central committees.
