The Commissioner General of Prisons, CGP Jeremiah Yoram Katungu, has called for stronger cooperation between the Tanzania Prisons Service and China, particularly in technology and agriculture, as part of efforts to boost production and strengthen food self-sufficiency.
CGP Katungu made the remarks on Thursday, August 13, 2026, during a visit to the Embassy of the People’s Republic of China in Dar es Salaam, where he held talks with China’s Ambassador to Tanzania, Chen Mingjian.
The visit focused on exploring areas where Tanzania’s Prisons Service and Chinese institutions, companies and other stakeholders could work together to support the Service’s development programmes.
CGP Katungu said the Prisons Service was seeking to strengthen partnerships in technology and agriculture as it works to increase production and reduce reliance on external food supplies.
He also said the Service was ready to work with companies and other potential investors interested in supporting its development initiatives, provided such cooperation is conducted in accordance with the law, established procedures and the interests of both parties.
The Commissioner General said partnerships with private-sector players and international stakeholders could provide opportunities to introduce modern technologies and improve agricultural production within the prisons system.

For her part, Ambassador Chen Mingjian highlighted the longstanding and positive relationship between Tanzania and China, noting that Chinese companies continue to show strong interest in investing in Tanzania.
She pledged to give priority to the discussions held with the Tanzania Prisons Service and to maintain communication with the institution as both sides explore potential areas of cooperation.
The Ambassador also expressed willingness to facilitate the exchange of information and identify opportunities for collaboration, particularly in technology and agriculture.
The engagement comes as Tanzania continues to promote international partnerships and investment in key sectors, while the Prisons Service seeks new approaches to improve productivity, enhance self-reliance and modernise its operations.
The two sides are expected to continue discussions aimed at identifying practical areas in which Chinese expertise, investment and technology could support the Service’s long-term development goals.
