President Samia Urges Vigilance At Sea And Inclusion

President Samia Suluhu Hassan has urged marine scientists and researchers to remain alert and responsible while carrying out their work at sea, emphasizing that Tanzania’s ocean space is not only a source of livelihood but also a sensitive pillar of national security.

She made the remarks during the inauguration of new academic and administrative buildings at the Institute of Marine Sciences of the University of Dar es Salaam on Unguja Island. Addressing researchers, lecturers, and students, the President said the ocean should be treated with the same seriousness as land borders, noting that those who spend time at sea are often the first to notice unusual environmental or security-related developments.

President Samia stressed that scientific work should go beyond laboratories and classrooms. According to her, fieldwork at sea places researchers in a strategic position to observe changes that may affect the country’s safety, environment, and economy. She called on marine experts to be observant and to understand that their findings can be valuable not only for academic purposes but also for national planning and protection.

“The ocean is a very important area for our national security. As you conduct your research and learning, you must also pay attention to what you encounter at sea,” she said, underscoring the responsibility that comes with marine research.

Beyond issues of security, the President emphasized that institutions of higher learning must have a visible and positive impact on the communities around them. She said residents living near the institute should directly benefit from its presence through job opportunities, access to services, small businesses, and social development initiatives.

In line with this vision, President Samia directed the institute to introduce and strengthen short-term, practical training programs for local residents engaged in marine-related activities.

These include fishing, seaweed farming, small-scale marine transport, and other ocean-based livelihoods. She explained that practical skills and applied knowledge can significantly improve productivity, raise household incomes, and promote sustainable use of marine resources.

She linked these efforts to the broader concept of the blue economy, which focuses on the sustainable use of ocean resources for economic growth, improved livelihoods, and environmental protection. The President said empowering coastal communities is essential if the country is to fully benefit from its vast ocean resources.

President Samia also highlighted the growing global focus on maritime security, noting that challenges such as illegal fishing, environmental pollution, and other cross-border crimes have made oceans an increasingly important area of international concern. She said research institutions and coastal communities play a key role in awareness and early detection of such threats.

She further pointed out that investment in marine science is critical in addressing long-term challenges including climate change, declining fish stocks, and marine pollution. According to her, strong research institutions are vital in producing knowledge that informs policy decisions and safeguards national interests.

The newly inaugurated facilities are expected to enhance research capacity, improve learning environments, and encourage innovation in marine and coastal studies. President Samia concluded by calling for closer cooperation between scientists, government authorities, and local communities, saying that protecting the ocean and ensuring shared benefits requires vigilance, partnership, and inclusive development.
