Russian President Vladimir Putin has reiterated Moscow’s refusal to make meaningful compromises in negotiations aimed at ending the war in Ukraine, signaling that the Kremlin remains committed to achieving its stated war objectives.
Russian presidential aide Yuriy Ushakov said on September 6 that Putin reaffirmed his determination to achieve Russia’s objectives through military means while emphasizing Moscow’s continued focus on addressing what it describes as the “root causes” of the conflict.
Ushakov made the remarks following Putin’s September 5 meeting with US Special Envoy to the Middle East Steve Witkoff and former senior adviser to US President Donald Trump, Jared Kushner.
According to Ushakov, Putin maintained Russia’s position that any lasting settlement must address Moscow’s core demands, suggesting that the Kremlin has not significantly softened its negotiating position despite ongoing diplomatic efforts.
Putin previously outlined Russia’s demands for a potential peace settlement on June 14, 2024. The conditions included the withdrawal of Ukrainian forces from the entirety of the Donetsk, Luhansk, Zaporizhzhia and Kherson regions, including areas not currently under Russian control.

Moscow has also demanded the “demilitarization” and “denazification” of Ukraine, terms the Kremlin has used to describe its demand for fundamental changes to Ukraine’s government and security structure. Russia has further called for Ukraine to adopt permanent neutrality and abandon its ambition to join NATO.
The latest comments from Ushakov indicate that the Kremlin continues to stand behind these maximalist demands and is not currently prepared to offer major concessions.
The position presents a significant challenge to diplomatic efforts seeking to establish a ceasefire and negotiate a lasting settlement. Ukraine and its Western allies have repeatedly rejected Russia’s demands for territorial concessions and restrictions on Ukraine’s sovereignty and security choices.
With Moscow maintaining its demands while continuing military operations, prospects for a comprehensive peace agreement remain uncertain, despite continued diplomatic contacts involving Russian, Ukrainian and US officials.
