Defence Chiefs Gather in Arusha For Diplomacy

The Arusha Regional Commissioner, CPA Amos Gabriel Makalla, on Monday officially welcomed top defence and security officials from 16 nations who arrived in Tanzania for a five-day study visit organized by the National Defence College (NDC).

The delegation of 72 senior officers — drawn from Tanzania, Kenya, Uganda, Zimbabwe, South Africa, Malawi, and Bangladesh — is led by Ambassador Major General Wilbart Ibuge, the head of the prestigious NDC.

Speaking during the welcoming ceremony, CPA Makalla assured the delegates of safety and comfort throughout their stay in Arusha, emphasizing the region’s strong record of peace and cooperation.

“Arusha is the heartbeat of northern tourism and a peaceful home for all. You are most welcome — feel at home. The region continues to thrive in both tourism and economic growth because of the unity between our citizens and the security forces,” said Makalla.

The programme, titled “Tentative Programme for Economy in Tourism,” integrates defence diplomacy with economic learning. It aims to demonstrate how peace and security policies can enhance tourism, trade, and regional partnerships.

During the visit, participants will tour key institutions such as the Tanzania National Parks Authority (TANAPA), the Ngorongoro Conservation Area, and the East African Community (EAC) headquarters — all located in Arusha. These visits are designed to provide insight into how conservation, cultural heritage, and diplomacy intertwine to promote regional stability.

The Ngorongoro Conservation Area, a UNESCO World Heritage Site, showcases the successful coexistence of environmental protection and community livelihood — offering valuable lessons for integrating national security with sustainability. Similarly, the EAC headquarters in Arusha stands as a symbol of regional cooperation and dialogue among African nations, reinforcing Arusha’s reputation as the “Geneva of Africa.”

Observers say this year’s NDC study tour underscores growing efforts across Africa to connect security policy, economic growth, and cultural understanding. With its international reputation as a diplomatic and tourism hub, Arusha continues to be a prime destination for global learning exchanges.

As the week progresses, delegates are expected to engage with local leaders, visit conservation sites, and exchange ideas on improving defence cooperation and economic resilience across continents. The visit not only deepens military and diplomatic ties but also reaffirms Tanzania’s commitment to peace, tourism, and sustainable development.
