CCM Unveils Inclusive Manifesto Ahead 2025 Elections

President Samia Suluhu Hassan launched the 2025 election manifesto of Chama Cha Mapinduzi (CCM), calling it a product of “the widest public participation in party history.”

“This manifesto is not just for our party — it belongs to every Tanzanian,” President Samia declared, standing before a sea of delegates during CCM’s National Congress held on May 29. “We have built it with the voices of citizens, civil society organizations, and development stakeholders across the country.”

This year’s manifesto was shaped through months of regional consultations, field visits, and engagement with organizations working in youth development, gender equality, rural empowerment, and economic planning. The result is a document Samia believes will guide Tanzania into a new phase of inclusive growth.

The President stressed that the manifesto reflects not just political ideals, but the lived realities and aspirations of ordinary Tanzanians — from farmers and teachers to digital entrepreneurs and students. Key pillars include education reform, healthcare investment, agriculture modernization, infrastructure expansion, and digital innovation.

In her address, Samia hinted at potential changes in the national cabinet as part of an effort to align leadership with the manifesto’s vision. “We must act with urgency and purpose,” she said. “And for that, we need leaders who are ready to move at the speed of the people’s expectations.”

The new manifesto builds on the momentum of CCM’s commanding win in the 2024 local government elections, where the ruling party secured over 99% of seats.

While that landslide has drawn criticism from opposition parties, the party says its focus remains on delivering public services and economic transformation.

According to political observers, this year’s approach may mark a shift in how Tanzanian politics engages with the electorate. “There is an effort to open up the process and make it feel like it belongs to the people,” noted a governance researcher from the University of Dar es Salaam.

As the 2025 elections approach, Samia’s leadership and CCM’s new manifesto are likely to shape not only political debates but also the future of development policy in Tanzania.

“This document is a reflection of our collective dreams,” the president concluded. “And it’s a promise — that we will leave no one behind.”
