As Tanzania approaches its pivotal 2025 general elections, the ruling party, Chama Cha Mapinduzi (CCM), is entering a decisive week marked by speculation over a potential leadership shake-up.
At the center of attention is Dr. Emmanuel Nchimbi, the party’s current Secretary General and recently named running mate to President Samia Suluhu Hassan. His dual roles have sparked debate within political circles, raising questions about the practicality of maintaining his powerful administrative post while actively campaigning for the presidency.
Political observers argue that the demands of being both the party’s chief executive and the vice-presidential candidate could conflict, especially as Tanzania heads into what is expected to be a tightly contested election.
From May 26 to May 28, CCM’s highest decision-making bodies—the Central Committee and the National Executive Committee (NEC)—will hold closed-door sessions in Dodoma, the country’s capital. These powerful organs have the authority to discuss leadership appointments and are widely viewed as potential venues for major political announcements.
Despite the rumors, Amos Makalla, the party’s Secretary for Ideology, Publicity and Training, dismissed the speculation. he stated, “That matter is not among the agenda items.” Yet many are skeptical, given President Hassan’s history of unexpected political maneuvers.

A senior CCM official, speaking anonymously, told reporters, “With elections around the corner, anything is possible. Dr. Nchimbi may stay on, or the chairperson may appoint a new Secretary General. But having one person handle both roles could disrupt the campaign structure.”
Dr. Nchimbi, a long-serving CCM loyalist, has held several high-profile roles over the years, including Minister of Home Affairs and ambassadorial positions in Brazil and Egypt. His political experience is seen as an asset, but his continued presence as Secretary General could pose strategic challenges.
CCM’s National Congress, scheduled for May 29 and 30, is expected to finalize key resolutions. Although no formal agenda has been released to the public, the political temperature within the party suggests that a decision on the Secretary General post could be imminent.
If Dr. Nchimbi is replaced, it would mark a significant reshuffle at the top of Tanzania’s political hierarchy, potentially signaling CCM’s readiness to sharpen its electoral machinery as it seeks another term in power under President Hassan’s leadership.
