Kisutu Ward Councillor Tousif Bhojani has launched a cleanliness campaign aimed at improving waste management and keeping Dar es Salaam’s city centre clean, as authorities warn that people found violating sanitation regulations could face fines of up to Sh1 million.
The campaign was launched during a cleaning exercise held in the City Centre, with Ilala District Commissioner Edward Mpogolo joining residents and local leaders in the initiative.

Mpogolo said the enforcement of sanitation regulations is part of efforts by the Dar es Salaam City Council to strengthen cleanliness and environmental management across the city.
He cited the Dar es Salaam City Council’s 2024 Health, Sanitation and Environmental Management By-Laws, which provide for penalties against people who violate sanitation requirements, including improper disposal of waste.
Under the by-laws, Section 41 outlines offences related to violations of the sanitation and environmental management requirements, while Section 42 sets out the penalties.
The penalties include fines ranging from Sh300,000 to Sh1 million, or imprisonment of between 12 and 24 months, depending on the offence and applicable legal provisions.
Mpogolo called on street chairpersons, ward executives and councillors to take responsibility for ensuring that cleanliness is maintained within their respective areas.
He also commended Bhojani for his efforts in mobilising residents and promoting regular cleaning activities in Kisutu Ward, describing the initiative as an example of local leadership in maintaining a clean environment.
Speaking during the launch, Bhojani said the campaign was part of continued efforts to implement President Samia Suluhu Hassan’s directive to ensure that Dar es Salaam remains clean.
He said the cleaning exercise in Kisutu would be conducted continuously, with residents and local leaders coming together every Saturday to clean their surroundings.
Bhojani urged residents to participate in the campaign and take greater responsibility for proper waste disposal, warning that maintaining a clean city requires cooperation between authorities, businesses and the public.
The initiative comes as Dar es Salaam authorities continue to combine public awareness, community participation and enforcement of sanitation regulations in efforts to improve waste management and cleanliness across the city.
