Ukraine is stepping up efforts to secure alternative energy supplies as the prolonged impact of the Russia-Ukraine War continues to strain its domestic production capacity.
President Volodymyr Zelenskyy has indicated that Kyiv is now considering importing liquefied natural gas from Mozambique, a move that reflects both urgency and strategic recalibration.
Before the conflict escalated, Ukraine relied heavily on its own natural gas reserves, meeting nearly all domestic demand through internal production. However, repeated attacks on key infrastructure have significantly altered that reality. Energy facilities, particularly those located in the country’s northeast and central regions, have been frequent targets, leaving output sharply reduced and recovery efforts complicated by ongoing security risks.
Officials say production levels have dropped by roughly half compared to pre-war figures, forcing the government to look outward for stable and diversified energy sources. The search has led Ukraine to Mozambique, a country that has increasingly drawn global attention for its vast offshore gas reserves and growing role in the liquefied natural gas market.
Following a recent meeting with Mozambique’s President Daniel Chapo, Zelenskyy suggested that discussions between the two nations are not limited to energy alone. Instead, they may evolve into a broader partnership that combines economic cooperation with security collaboration.
Ukraine, he noted, could offer technical expertise, particularly in areas related to defense and infrastructure resilience. In return, Mozambique could provide access to much-needed energy supplies, creating a mutually beneficial arrangement at a time when both nations face distinct but significant challenges.
Mozambique continues to deal with instability in parts of its northern region, where an insurgency linked to extremist groups has disrupted local communities and economic activity. This shared experience of navigating security threats appears to be shaping a pragmatic dialogue between the two countries, where cooperation extends beyond traditional trade.

Analysts view the potential partnership as part of a wider global shift, where countries are increasingly forming alliances that blend energy security with geopolitical interests. At the same time, Mozambique stands to strengthen its position as an emerging energy hub, expanding its influence in international markets while attracting new investment and partnerships. The growing demand for alternative gas suppliers has placed African producers in a stronger negotiating position, particularly as global energy dynamics continue to evolve.
While no formal agreement has yet been finalized, the discussions signal a clear direction. Both nations appear willing to explore innovative solutions that address immediate needs while laying the groundwork for longer-term cooperation.
As the situation develops, the proposed energy link between Ukraine and Mozambique is likely to attract attention far beyond their borders, reflecting broader changes in how countries navigate energy security, economic pressure, and geopolitical uncertainty in an increasingly interconnected world.
