Russia is reportedly preparing a list of requirements for a potential ceasefire in Ukraine, according to U.S. Senator Marco Rubio.

The information emerged following a recent phone conversation between Russian Foreign Minister Sergey Lavrov and U.S. Secretary of State Antony Blinken.

During the call, Lavrov is said to have informed Blinken that the Russian government is in the process of drafting a formal document that outlines its key conditions for halting military operations.

According to Rubio, the proposed terms are intended to “lead to broader negotiations” aimed at addressing the wider scope of the ongoing Russo-Ukrainian War.

While the exact content of the demands remains undisclosed, the move signals a possible shift in Moscow’s approach as the conflict continues into its third year.

Analysts note that any genuine ceasefire proposal would mark a significant development, though skepticism remains high in Western capitals about Russia’s intentions.

The U.S. State Department has not officially commented on the content of the call, but sources familiar with the matter say Washington remains committed to supporting Ukraine’s sovereignty and territorial integrity.

Senator Rubio, a member of the Senate Intelligence Committee, emphasized the importance of closely monitoring Moscow’s actions, noting that any negotiations must be grounded in realism and international law.

The development comes amid increasing global pressure to find a diplomatic resolution to the war, which has resulted in thousands of casualties and widespread destruction across Ukraine.
