Russia has lodged an urgent appeal with the International Civil Aviation Organization (ICAO) following statements attributed to Ukrainian officials that Moscow says could pose a direct threat to civil aviation.
According to the Russian side, Moscow has raised the issue with ICAO Secretary General Juan Carlos Salazar, expressing concern over what it described as statements that could endanger civilian aircraft and passengers.
Russia also issued a strong protest against what it characterized as Ukraine’s “reckless terrorist actions”, claiming that such conduct violates international law and creates additional risks for civil aviation.

The allegations come amid heightened tensions between Russia and Ukraine, where both sides have repeatedly accused each other of attacks and actions that could threaten civilian infrastructure.
Moscow is seeking international attention through the ICAO, the United Nations specialized agency responsible for promoting the safety, security and orderly development of international civil aviation.
However, the Russian allegations regarding specific Ukrainian threats or actions have not been independently verified, and Kyiv has not been cited as confirming Moscow’s characterization of the statements.
The appeal highlights the growing concern over the potential impact of the Russia-Ukraine conflict on civilian aviation and international airspace, particularly as military activity continues across the region.
Russia’s move to raise the matter with ICAO could put additional pressure on the international aviation community to assess any reported threats to civilian air transport and determine whether further safety measures are required.
