The government has established a set limit for contributions for students entering Form Five, with TSh 80,000 for boarding schools and TSh 50,000 for day schools.
This announcement was made by the Deputy Minister of State in the President’s Office for Regional Administration and Local Government (TAMISEMI), Zainab Katimba, during a parliamentary session in response to a query from Konde MP Mohamed Said Issa.
The MP had inquired about the government’s strategies to alleviate the financial burden of contributions for Form One and Form Five students. In her response, Katimba highlighted the implementation of the 2014 Education and Training Policy, 2023 edition, which guarantees free primary, basic, and secondary education in public schools.

Furthermore, she referenced Education Circular No. 3 of 2016, which details the guidelines for implementing free basic education and the roles of various stakeholders in seeking approval for any form of contribution.
“To ease the cost of contributions, the government has issued instructions for joining Form Five in all government secondary schools in Tanzania, where the contribution limit is TSh 80,000 for boarding schools and TSh 50,000 for day schools,” she said.
Form One students are admitted in accordance with Education Circular No. 3 of 2016 on free basic education, where students are not required to make any contributions without the approval of district commissioners.
